The shareholder of Latvia’s transmission system operator AS "Augstsprieguma tīkls" (AST) – the Ministry of Climate and Energy – will organise an open competition in 2026 to appoint two members to the AST Supervisory Board. While the competition is being conducted, interim board members will serve on the Supervisory Board to ensure that the required competencies are maintained.
Since 2025, the AST Supervisory Board consists of three representatives, having until now successfully operated in an incomplete composition of two members. As previously reported, as part of ongoing efforts to improve AST’s operational efficiency, the Ministry of Climate and Energy decided to reduce the number of Supervisory Board members from five to three.
In accordance with the Regulation of the Cabinet of Ministers*, the Supervisory Board members of a capital company must collectively possess expertise in areas such as finance and audit, risk management and internal control systems, strategy development and implementation, corporate governance, company and team management, stakeholder management, as well as an understanding of and knowledge in the energy sector.
Candidates for the position of AST Supervisory Board member must meet at least one of the criteria specified in the Regulation of the Cabinet of Ministers, including: at least three years of experience as a management board member of a medium-sized or large capital company; at least two years of experience as a supervisory board member of a medium-sized or large capital company; at least three years of experience in a senior position within a state or local government institution responsible for the development or implementation of energy policy; or at least five years of experience in a senior academic position, including research activities and scientific publications in the field relevant to the company’s operations.
The shareholder, in cooperation with an executive search company, has commenced work on preparing a public competition for both vacant Supervisory Board member positions in order to ensure the necessary competencies on the AST Supervisory Board. Alongside the Chair of the AST Supervisory Board, Olga Bogdanova, Juris Zīvarts will serve on the Supervisory Board for the duration of the competition.
