Ltd. “Rīgas ūdens” has submitted a draft tariff for water supply and wastewater services to the Public Utilities Commission (PUC). The proposal foresees an increase of EUR 0.33/m³ (excluding VAT) from 1 December 2025. The adjustment is necessary to renew and maintain the city’s water supply and sewerage networks, a significant part of which has already exceeded their planned service life.
Currently, the approved tariff for water services in Riga is EUR 2.34/m³ (excluding VAT). This level no longer covers the costs required for the renewal of the city’s water supply and sewerage systems. To ensure uninterrupted provision of services, it is urgently necessary to intensify maintenance and capital renewal works - at present, 35% of the sewerage pipelines and 29% of the water supply pipelines in Riga are beyond their intended operational lifespan.
From 1 December 2025, the tariff is proposed to be set at EUR 2.67/m³ (excluding VAT), an increase of EUR 0.33 compared to the current rate. For a typical household in a multi-apartment building, this would mean an indicative monthly expenditure increase of around EUR 2.60 - less than 1% of the average household income.
According to the draft tariff submitted for the PUC’s evaluation, the additional revenue from the tariff increase would be directed towards the renewal of the city’s utility networks. Even after the potential increase, Riga’s water service tariff would remain among the lowest in Latvia.
